    Chemung County Legislature

    7th District Legislator, 2012-Present

    • Elected in 2012 and reelected in 2014
      • Appointed to fulfill his father's unexpired term upon his passing in 2012 and elected to a full term in 2014 
    • Served on the Aviation, Building & Grounds, Budget, and Personnel Committees
    • Chosen by leadership in 2015 to serve on a special budget-monitoring committee
      • Was instrumental in the resulting use of a dashboard (a one-page visual containing data) of key financial indicators in order to assist Legislature in focusing on budget throughout the year. This dashboard was implemented in 2016 
    • Chosen by leadership in 2017 to serve on a special Bylaw Review Group
      • This group is in the process of updating Legislative rules of operation in order to reflect current standards and function more efficiently in the future
    • Conceived and devised a reference chart to help Legislators focus on the most critical items in County spending. This chart clearly differentiates between expenditures that the State requires the County to make and expenditures the County has direct control over 


    Corning Community College

    Chairman, Regional Board of Trustees, 2012-2016

    • Under Dr. Milliken's tenure as Chairman, CCC saw the largest capital growth in the college since the 1950's. Initiatives included:
      • The completion of a Major Gifts Capital Campaign
      • The opening of CCC's first student residence hall (Perry Hall)
      • An $11 million dollar campus revitalization project resulting in a remodeled Learning Center, Commons, Turf Athletic Field and other improvements
      • Funding was secured for Health Education Center recently opened in downtown Corning

    Chairman, Presidential Search Committee, 2010-2011

    • Coordinated a 16-member team in a year-long national search resulting in the hiring of CCC's current President

    Regional Board of Trustees, 1999-Present

    • Chaired Personnel, Executive, Audit, and Finance & Facilities Committees
    • Served as Board Treasurer and Vice-Chair
    • Served on CCC Development Foundation
    • Was the first CCC graduate to serve as Chairman of the Board of Trustees
